In the commercial district, free three-hour parking is available Monday through Friday from 8:00 am until 5:00 pm. During a parking day, it shall be unlawful for the registered owner of a vehicle to park, or cause or allow that vehicle to be parked, in one or another three-hour parking space in excess of three continuous hours calculated from the time when the vehicle is first parked.
